Ah…The Hunger Games. As I read the story cover to cover, I found myself getting excited about how the characters from The Capitol looked. With everything at their disposal, there was no limit to how they would looked! Needless to say, I was excited to see Effie and all the looks everyone has created. This is by far my favorite look so far…enjoy 🙂
